You have to know that your Citatel Suite consists of two major components. One, Citserver, provides an abstracted storage layer and several access Protocols like IMAP and POP3, and the more visible part, WebCit, providing the webinterface on top of Citserver. Without CitServer, WebCit is unable to provide you with more content then this errorpage. The reason for this might be that citserver is not running, another might be that you configured it to listen to another IP or Port or if your CitServer is running on another Host it can't reach this.
