Once you've created a public room with the name 'roomname' you can allow sending a mail to room_roomname@yourcitadel.org, and it will appear as a posting in that room.
To enable this go to Advanced -> Edit or delete this room -> Mailing list service and check "Allow non-subscribers to mail to this room".
